Case Study:
From Non-Compliance to Performance Validation
Executive Summary
A contractor working on a regional sprayed seal project in Australia faced a potential non-compliance, placing a significant portion of project payment at risk. The SAMI Technical Centre (STC) provided an independent technical assessment that shifted the discussion from specification limits to actual performance.
The Challenge
During quality assurance checks, the binder was flagged for not meeting conventional specification limits.
While the results triggered a non-conformance, there were no clear signs of poor field performance. This created uncertainty for both the contractor and the client — should the material be rejected based on specification, or accepted based on performance?
With project timelines and commercial exposure increasing, the contractor required a clear, technically defensible position.
The Solution
STC undertook a focused assessment to better understand the binder’s behaviour beyond standard compliance testing. This included:
- NATA-aligned re-testing to verify initial resultsÂ
- Advanced rheological analysisÂ
- Evaluation against both specification limits and performance-based criteriaÂ

Implementation
Testing was structured to move beyond pass/fail outcomes and instead assess how the material would perform under real conditions.
Results were analysed in the context of binder relaxation, cracking susceptibility and field behaviour, allowing the data to be interpreted in a way that aligned with practical performance rather than isolated limits.
A clear technical report was developed to support transparent communication with the client.
Achievements & Results
- Confirmed the binder met performance intent despite borderline specification resultsÂ
- Provided a robust, evidence-based technical justificationÂ
- Enabled a clear and confident decision-making processÂ
Outcome
The client accepted the findings; the non-conformance was closed by extending the guarantee and the contractor secured full payment.
The outcome reinforced the value of in-depth assessment, particularly in situations where specification limits alone do not fully reflect material behaviour.
